I'm open to everything. I'm open to cuts. I'm open to millage rate adjustments. I am not in favor of increasing tax revenues from year to year. In fact, my understanding is that despite all of the contractual obligations that we face with regard to employee costs that drive the budget up every year, the budget that will come before us will see a real decrease from year to year in the amount of money that we're spending as a city.

I'm elected by the people of the city  Jaguars football jerseys of Jacksonville, and, interestingly enough, I would say that 99.9 percent of those e-mails that we received are from outside the city from places as far off as Los Angeles, New York, Chicago and all points in between, with the notable exception of Jacksonville. I view that as an issue of perhaps state and national concern. We have other far more pressing issues to address at this particular time without delving into that.

I think Clay Yarborough has a right to pray in any way he see's fit. … The issue is not how any particular council member prays. The issue is No. 1: Is the current policy constitutionally sound? And my understanding is that it is. But that begs the second question: Is it about constitutionality, or is it about crafting a policy that respects the rights and dignity of all members of the community? And that's what I'm working on right now. I think there is a place for public prayer.

Since those issues arose, we have created internal procedures at the [Brennan, Manna, Diamond] firm wherein we review the [council] agendas as they're published. My partners and I sit down and examine what's on there and make a determination as to whether there's anything that might require recusal or if there's anything on there that may create a political issue. We have that discussion, and we proceed accordingly."

Hayward suffered a fractured lower left leg in the 2009 season-opener against Indianapolis. It marked the second time the Chicago native sustained a season- ending injury in the opening game, as he tore his Achilles' tendon in 2006.

The 31-year-old joined the Jaguars jerseys as an unrestricted free agent in 2005 and started 40 of the 45 games he played in for the club. In 2008, he started all 16 games and led Jacksonville with 4 1/2 sacks.
